Hon. Salisu Muktari has affirmed that the administration of His Excellency, Gov. Mai Mala Buni, CON, has firmly entrenched human capital development as the backbone of governance in Yobe State, setting a new standard for people-driven leadership and institutional reform.

According to Hon. Salisu Muktari, Gov. Buni’s governing philosophy is rooted in the understanding that sustainable development depends on strong institutions powered by skilled, disciplined, and motivated human resources.

He stated that the Buni-led government took decisive action to reverse the manpower erosion caused by years of mass retirements in the Yobe State Civil Service. Through the recruitment of over 10,000 civil servants, the administration restored institutional effectiveness, strengthened public service delivery, and expanded employment opportunities for thousands of youths across the state.

Hon. Salisu Muktari further emphasized that capacity building has been elevated from routine training to a strategic governance priority and disclosed that about 35 structured training and retraining programs have been implemented across ministries, departments, and agencies, benefiting over 6,300 civil servants and aligning the public service with modern standards of efficiency, accountability, and service delivery.

He noted that the education sector remains a critical pillar of Gov. Buni’s human capital agenda. Under his leadership, more than 26,000 teachers have been trained and retrained to improve teaching quality, while over 4,000 teaching and non-teaching staff have been recruited into public primary and secondary schools to reinforce the foundation of education throughout Yobe State.

“These interventions are deliberate, strategic, and transformative,” Hon. Salisu Muktari said. “They demonstrate a leadership that understands that investing in people is the most powerful tool for governance and sustainable development.”

He added that the tangible outcomes of Gov. Buni’s human capital policies are already visible in improved institutional performance, more responsive public service delivery, and enhanced educational outcomes across the state.

Hon. Salisu Muktari concluded by reiterating that the administration’s sustained focus on workforce development and institutional capacity building has firmly positioned Yobe State for long-term socio-economic growth, stability, and resilience.
