
‘No Mercy for Bandits’: Tinubu allots N5.41trn to overhaul national security

President Bola Tinubu today presented the 58.18 trillion-naira 2026 Appropriation Bill to a joint session of the National Assembly, earmarking 5.41 trillion naira for security, signifying the single largest allocation in the proposed 2026 budget.
Speaking during the presentation, the President emphasized that national security remains the foundation of economic growth, investment and social stability, stressing that without peace and stability, other sectors of the economy would struggle to thrive.
“Without security, investment will not thrive. Without infrastructure, jobs and enterprises will not scale. This budget is designed to provide a single, coherent programme of national renewal,” the President averred.
Breaking down the 2026 proposal, Tinubu said the security vote would be deployed to modernise the armed forces, strengthen intelligence-driven policing, enhance border surveillance and support joint operations among security agencies.
He also announced a major reset of Nigeria’s national security architecture, including the establishment of a new national counter-terrorism doctrine anchored on unified command, intelligence coordination and community stability.
“We will show no mercy to those who commit or support acts of terrorism, banditry, and kidnapping for ransom,” Tinubu told the lawmakers. He further extended this warning to “political protectors” and community leaders who facilitate or negotiate for these groups, stating they would also be treated as terrorists.
Tinubu thereby declared that all armed groups including bandits, militias, kidnappers, armed gangs and violent cult groups would henceforth be classified as terrorists, along with their financiers, informants and political or community enablers.
“Henceforth, and under this new architecture, any armed group or gun-wielding non-state actors operating outside state authority will be regarded as terrorists,” President Tinubu declared.
