The Yobe community and Islamic scholars have commended the state governor, H.E. Hon. Mai Mala Buni CON, COMN, for establishing HISBA as a commission and not a board as in other states in Nigeria.
Many states had HISBA before its establishment in Yobe State, but they had this HISBA as a board and not a commission, which shows that they do not have full authority and power to run it as Yobe State has as a commission.
There is a difference in the power of running between a commission and the board as such.
A commission is generally a body that is given specific powers or responsibilities to carry out a specific task, usually related to regulation or oversight, usually with specific functions beyond boards, such as conducting investigations, implementing regulations, or overseeing the implementation of specific laws or policies.
The commission also has the authority to take action, including making regulations or implementing them, while a board is usually a group of people responsible for only supervising or managing an organisation, company or specific activity.
The board also generally does not have the power to implement or regulate; it is expected that it can set policies that can implement activities, while the commission usually has the specific power to implement laws, regulations, or policies.
Boards often make high-level decisions and formulate policies or strategies but may not always have the executive power to directly implement activities.
Considering that Governor Buni prioritised religious affairs and the fight against immorality in Yobe State, he gave them full authority by making them the first commission in Nigeria.
Sheikh Abdallah Mahmud Adam Potiskum commended the Yobe State governor for establishing HISBA as a commission, which is the first HISBA as a commission in Nigeria as a whole.
“We must commend the Governor of Yobe State, H.E. Hon. Mai Mala Buni CON, COMN, for establishing HISBA in Yobe State and giving our Yobe State HISBA a priority in Nigeria because Yobe State is the only state in Nigeria that has HISBA as a commission; the Yobe State government has given us full authority to carry out our duties without interference or dependence on any other authority.” Sheikh Abdallah Mahmud Adam Potiskum said
