McMillan Memorial Library was conceived by Lady Lucie McMillan and funded by the Carnegie Corporation in memory of her husband, Sir William Northrup McMillan, and officially opened on 5 June 1931 by Governor Sir Joseph Byrne . Initially restricted to Europeans, the McMillan Memorial Library Act Cap 217 of 1938 legally protected the building and maintained its exclusivity until it was bequeathed to the Nairobi City Council and opened to the general public in 1962 .
