its a widespread issue. its always there. authorities should take steps to curb, control the occurence, by instituting reward and penalty measures for victims and against offenders. in the general society, it is present. its presence in schools is a reflection of the general society. bullies are from family units, states, and nationalités. even the sacred places are not spared as inter group bullying exist from and in associations, communities and the rest.
its an issue that needs subtly to be addressed.
